how about putting high powered air hoses at the locks and entery ways to blow a air stream up to block some of the fish from passing? i have seen that done on a smaller scale with fish tanks the fish seem to avoid that wall of air

This isn’t a complete cure, but why don’t they put a “bounty” on the carp and let fisherman catch them and turn them in for a reward. Have a contest or festival revolve around saving the lakes. At least the fisherman could decrease the population while the experts come up solution to keep them from entering the Great Lakes.
