One public health official believes a winning prescription is one that tackles violence at its root, preventing violence before it happens. Deborah Prothrow-Stith, a professor at Harvard University is working with leaders at Cleveland City Hall on ways to address this issue by focusing on prevention. The law is part of the suburb's efforts to keep a growing number of bank-owned and foreclosed houses from becoming blights in the neighborhoods.
